Timeline
When is the County reviewing submissions?
The County will accept submissions on a rolling basis, with the first round of review scheduled to commence on January 24, 2025. The County encourages applicants, particularly those with resources to reallocate or devote to programming immediately, to submit prior to that date for earliest consideration of their proposal.
If an applicant submits a Statement of Interest and Capacity before January 24, 2025, when can it expect to hear back regarding any award of funding?
The County has streamlined the process for submissions and review to deliver additional services to the community as soon as possible, while also ensuring thorough and objective consideration of proposals. Applicants that submit prior to January 24, 2025 for the first round of review should expect to hear from the County within three weeks.
What timeline(s) should applicants keep in mind when submitting Statements of Interest and Capacity?
The duration of the proposed program or services must not exceed one year. Applicants need not limit the duration of the program or services based on County fiscal years. In other words, a proposal may be for (1) programs offered solely during the current Fiscal Year 2024-2025 (July 1, 2024 - June 30, 2025), (2) programs offered during both Fiscal Year 2024-2025 and Fiscal Year 2025-2026 (July 1, 2025 – June 30, 2026), or (3) programs offered solely during Fiscal Year 2025-2026, so long as program duration does not exceed one year. During its initial review of submissions starting on January 24, the County will prioritize programs and services, or modifications to current services, that may be implemented immediately or shortly after any notice of award.
The County will continue to accept Statement of Interest and Capacity forms after January 24, 2025. An applicant may submit multiple forms over the course of the funding period if circumstances change or the applicant is able to offer additional services that were not included in prior submissions.
Eligibility
Is this new submission form going to replace the Request For Proposals (RFP) from the County Office of Immigrant Relations for Immigration-Related Services in Fiscal Year 2025-2026? Or is this for new projects and new ideas for additional funding?
Both. This process replaces the RFP for Immigration-Related Services for Fiscal Year 2025-2026 and provides an opportunity to request funding for services that commence prior to July 1, 2025. Applicants may propose new projects with new scopes. Applicants with County contracts ending June 30, 2025 may also propose to increase or modify services already being provided and/or other modifications to their current contract, such as shifting funds that have already been allocated from one service category to another.
What entities may submit a Statement of Interest and Capacity?
We encourage both entities with existing County contracts and entities that do not have existing contracts to submit program proposals if they have interest and capacity to provide immigration-related services.
* What is the deadline for submitting requests for funding for services starting July 1, 2025?
As noted in the FAQ above, the Statement of Interest and Capacity form and review process is being used to award immigrant-related services contracts for the period starting July 1, 2025. This process replaces the RFP process conducted in past years. Any provider that wishes to submit a funding proposal for services starting July 1, 2025 should submit a Statement of Interest and Capacity by April 25, 2025. As noted above, please limit your proposal to the space provided by the form. The County may request additional information and documentation after review of the proposal. *
The submission form primarily addresses immigration legal services. If we would like to propose other services not specifically listed in the form, may we do so by completing the form?
Yes, if the program or services you propose to offer does not fit into the service areas identified in the form, please select the “other” box in response to the service-area question and describe the nature of the proposed services. In its review of submissions, among other factors, the County will consider the urgency and extent of the need for the proposed services in the local community.
* Is there an opportunity for the current County immigrant legal support funding to be used for partnerships to help families create family safety or preparedness plans?
Yes, this funding can support partnerships that help families create family safety/preparedness plans. This work can be incorporated into another service category (e.g., Community Legal Clinics) or submitted under the “Other” service category. *
* Does the one-year limitation on service period outlined in the Statement of Interest and Capacity form apply to proposals for services that will begin on July 1, 2025?
Yes, proposals should be for a maximum service period of one year (e.g., July 1, 2025 through June 30, 2026). *
